About our Foundation


Discovery Bay Community Foundation (DBCF) was formed to build and strengthen our community by bringing people and organizations together that want to make a difference. We are a tax-exempt public charity that raise funds and are dedicated to improving the quality of life in Discovery Bay.

The Discovery Bay Community Foundation was founded in 2014 by several residents in Discovery Bay who realized there was more help needed with serving their community as other service groups, local, county and state agencies are serving specific needs but not all needs. A 501(c (3) tax exempt public charity was formed and their work began immediately. DBCF goal is to identify the needs and concerns of our community and work together to resolve them.

Simply put, the Discovery Bay Community Foundation improves the quality of life for the citizens of Discovery Bay and their succeeding generations. How? We receive gifts from people who care, we invest these gifts forever, and we use the investment earnings to make grants each year to local charities. We connect local generosity with local needs. DBCF is the cornerstone of our community by helping unite our many organizations including our local schools, Town of Discovery Bay, Chamber of Commerce, Sheriffs Dept., Yacht Club, Pacific Coast Water Rescue, Lions Clubs, Kaleidoscope, Country Club, Real Estate, Board of Supervisors and Assemblyman plus others.

Our Board of Directors


The Discovery Bay Community Foundation board members consists of a former School Board President, past Discovery Bay Citizen of the Year, Discovery Bay Lions Club President, Chamber of Commerce President, a financial educator for teens and local business operators.

Jim Mattison, President

Jim Mattison moved to Discovery Bay in 1997 and immediately became involved with the community. He started coaching basketball and became the Athletic Director for St. Anne CYO basketball until 2012. Jim has consistently worked with the schools at many events and functions to help raise funds for the PTA’s and other entities of the school district. He is past president of the Lions Club, Discovery Bay Citizen of the Year and served on the Town of Discovery Bay / CSD board of directors. His passion is to help anyway he can to help build a better and safer community.

Jim is a co-founder of the Pacific Coast Water Rescue; a volunteer-based agency with a goal to help maintain current water safety resources and add water-based safety measures to the Delta region. They collaborate with private, public and volunteer agencies to provide special event staffing, boating safety, emergency medical assistance and community service to the California Delta region. Jim also sits on many local committees.

Monica Neilson, Secretary

Monica is a Sales Agent at Intero Real Estate, Discovery Bay/Brentwood. She was formerly with Motivational Systems Inc. and Particle Measuring Systems. She has as BS Sociology from Portland State University.

Chris Fagnani, Director

Chris Fagnani oversees and helps multiple yearly events with the Foundation, from the Concerts at the Marina to the Discovery Bay Triathlon. He is also the Project Manager for the proposed Discovery Bay Skateboard Park. He is currently a Sales Territory Manager at Norman Window Fashions.

Anita Sparks, Director

Anita Sparks is the owner of Discovery Bay Accounting. She has extensive experience working with non-profit organizations expertise in preparing and detailing the company's financial status, generating bank deposits, verifying and balancing receipts, creating invoices, reviewing company reports, business planning and budgeting. She is a past director for the Discovery Bay Chamber of Commerce and serves on numerous volunteer committees.

Ron Geissler, Director

Ron Geissler works at Discovery Construction. He is essential in the foundations events set up and oversees much of the activities for each event.
